The Community Engagement division fosters positive relationships between Joint Base Elmendorf-Richardson and our surrounding communities. We connect with our neighbors through transparent communication, educational outreach, and collaborative partnerships. Our mission is to increase public awareness and understanding by showcasing JBER's mission and its positive economic and social impact. We encourage partnerships between unit leadership and community organizations to partner on shared interests and assist in tackling mutual concerns, fostering a strong sense of community and mutual support.

Tour Requests
Base tours are offered to local schools, civic and youth organizations to educate the community about the Joint Base Elmendorf-Richardson missions, the U.S. Air Force and U.S. Army, and the Department of Defense. Tours are free of charge but are subject to last-minute cancellations due to mission requirements and resource availability.
Entry Requirements:
All tour participants are required to provide their full names and dates of birth. Participants must meet eligibility requirements for base access. For American citizens over the age of sixteen, a background check must be passed, and REAL ID compliant photo identification will need to be provided. Foreign visitors’ access must be coordinated separately no later than four weeks prior to scheduled tour. For more information on base access requirements, please visit the base access webpage.
Policy:
- Tours are available to groups of 10 to 40 people, unless otherwise coordinated. Only one tour per organization/school per calendar year.

Tours will not be given on weekends or federal holidays or beyond normal duty hours.

Information requested by Public Affairs must be returned no later than 14 days prior to the confirmed tour date to ensure time for proper coordination. Failure to meet this requirement can result in cancellation.

Cameras are allowed on the tour, however, there may be some restrictions; Your tour guide will provide further details.

Requesting a tour:

Tours are filled on a first-come, first-served basis. Sending and receiving a request does not confirm your requested tour date. If interested in visiting JBER, please fill out the tour request form and send it to jber.pa@us.af.mil.
Transportation:
Groups are responsible for transportation large enough to carry their entire group, unless otherwise coordinated with the Public Affairs office. All buses/vans must arrive at the designated point of entry for security processing. Please confirm vehicle information and estimated arrival time with our office before arriving.

Aerial Support Requests
All requests for aviation asset support in the form of statics, demonstrations, or flyovers must have a DD Form 2535 approved by Air Force Headquarters’ Public Affairs Office. To submit yours for approval, please visit the U.S. Air Force Aerial Events website. Once an approval number has been granted, send your DD Form 2535 to jber.pa@us.af.mil to be routed to our units for scheduling.
To be considered, the approved DD 2535s must be received by JBER no later than 60 days prior to the event date. Please remember that while we try to participate in as many events as we can, ongoing missions and training will take priority in scheduling.

Military Support Requests
The military belongs to the American people. Common ownership dictates Department of Defense resources be committed to supporting events and activities of mutual interest and benefit. JBER strives to commit to as many community events as possible, however, limitations of resources and funding make it impossible to grant all requests.
For all requests concerning speaking engagements or military participation in a public event, send a completed DD Form 2536 to jber.pa@us.af.mil. Please keep in mind that all requests must be approved and vetted by the JBER legal team, and once approved, are subject to cancellation due to mission requirements.
DoD policy prohibits:

Using military resources or personnel to increase sales, business traffic, or attendance, such as grand openings.

Using personnel outside military bases to act as guards, parking lot attendants, runners, messengers, or baggage handlers.

Honor Guard/Color Guard Requests
For all requests for Air Force, Army, or joint service Honor Guard or Color Guard support, please send a completed DD Form 2536 to jber.pa@us.af.mil. All requests must be approved and vetted by JBER Legal, and once approved, are subject to cancellation due to mission requirements.
Requests may not be approved if:
- An event is political, unless bi-partisan.
- An event is not open to the public.
- An event is for a controversial organization, special interest group, religious or ideological movement.
- An event is for the benefit of an individual, organization, or candidate, such as fundraisers.
- An event is for business, or commercial ventures, such as grand openings, promotions, or pageants.

Civic Leader Program
The JBER Civic Leader Program connects key community members with base leadership to foster understanding and support for the Air Force and JBER's mission. This two-year program invites influential local leaders, such as business owners, educators, and other civic organization leaders, to engage with the base through tours, events, and networking opportunities. Participants gain firsthand knowledge of JBER's operations, policies, and community impact while sharing their perspectives with Air Force leadership. Ideal candidates are U.S. citizens with demonstrated leadership, a keen interest in or learning about military affairs, and a commitment to community engagement. The program seeks a diverse representation of the community, excluding federal employees and active duty or retired military members. While attendance at roughly six to eight events annually is encouraged, it remains voluntary, recognizing that participants' primary commitments may require flexibility. Ultimately, the program aims to build strong, mutually beneficial partnerships between JBER and the community it serves.
