JBER is regulated by local, state, and federal agencies and must comply with environmental regulations. Compliance with these regulations supports our mission by allowing continuous operation of the installation and avoiding fines, which keeps funding directed towards mission critical items. Personnel at all levels play a role in Environmental Compliance, as described below:

• The 673^rd Air Base Wing Commander (673 ABW/CC) is charged with the overall management and performance of JBER. The 673 ABW/CC is committed to environmental compliance and stewardship, as stated in the 673 ABW/CC’s Guidance on JBER Environmental Management System (JBER-30) details.
   
• The JBER Environmental Element is charged with implementing the Environmental Management Program which includes managing compliance with ALL local, state, and federal environmental regulations governing JBER. Examples of regulatory drivers include the Resource Conservation and Recovery Act (RCRA), the Comprehensive Environmental Response, Compensation & Liability Act (CERCLA), the Clean Water Act (CWA), Safe Drinking Water Act (SWDA), Emergency Planning and Community-Right-to-Know Act (EPCRA), the Toxic Substances Control Act (TSCA), the Clean Air Act (CAA), and CAA Amendments of 1990. These regulations stipulate how hazardous materials, hazardous waste, Superfund sites, drinking water, wastewater, groundwater, surface water, ambient air emissions, spill reporting, and Aboveground Storage Tanks (ASTs) and Underground Storage Tanks (USTs) are managed.
   
• The JBER Hazardous Waste Contractor is contractually obligated to support JBER in complying with applicable regulations, which include further regulatory requirements under the Occupational Safety & Health Act (OSHA) and the Department of Transportation (DOT). OSHA and DOT regulations drive additional requirements, such as Hazardous Waste Operation & Emergency Response (HAZWOPER) training.
   
• The unit: Each individual unit is charged with the safe handling, managing, and disposing of materials generated during mission support activities. Solid wastes, hazardous wastes, and liquid wastes are also subject to these laws and regulations.  Each unit has a Unit Environmental Coordinator (UEC) to assist their fellow Soldiers and Airmen in following all applicable environmental regulations. At the unit level, the responsibility for compliance lies with you!
   
• The Unit is also responsible for reporting any spills they may have to JBER Fire via 911.

Our mission is accomplished by using an Environmental Management System (EMS) in conformance with ISO 14001. Our EMS trains personnel in many of the organizations on base so they have the environmental knowledge to relay environmental concerns to the appropriate person. In addition we use multiple training classes to inform personnel on environmental issues; multi-level inspection programs to prevent incidents and ensure environmental compliance; and environmental goal setting to continually improve and prevent pollution.
