Elmendorf maintainers named Leo Marquez award recipients

Two members of Team Elmendorf were named Air Force Reserve Command's Lieutenant General Leo Marquez Award recipients for 2009.

Tech. Sgt. Bishop Bailey and Master Sgt. Scott Waugaman, both from the 477th Aircraft Maintenance Squadron, were named best technician supervisor and supervisor manager respectively.

The Lieutenant General Leo Marquez Award is presented to maintainers who have demonstrated the highest degree of sustained job performance, job knowledge, job efficiency and results in the categories of aircraft, munitions and missile, and communications-electronics maintenance.

"Sergeant Bailey epitomizes all the great Reservists we have here," said Maj. Michael Giedt, 477th AMXS maintenance operations officer. "He is instrumental in our total force integration effort in a supervisory role. He has helped us work through the growing pains of standing up this new unit."

Due to Elmendorf's total force integration binding active duty with Guard and Reserve, these individuals work side-by-side with the active-duty Airmen of the 90th and 525th aircraft maintenance units.

"It's a huge honor just to be nominated for this award, but winning makes it that much better," said Bailey. "This isn't just a reflection on me, but all the great supervisors and technicians I work with."

During 2009, Bailey developed a work center self-assessment checklist and inspection of 100 percent of the weapons flight support equipment documentation, which led to a zero-defect rating during the Logistics Standardization and Evaluation Team inspection. He also led his weapons load team in support of 30 sorties over a 60-day alert period, in which two real-world intercepts occurred.

In the supervisor manager category of the Leo Marquez awards, Waugaman earned the top spot.

"Sergeant Waugaman is an outstanding technician, leader and mentor," said Chief Master Sgt. Charles Shaw, 477th AMXS superintendent. "He's my go-to guy when I need something done. He brings his 'A' game every day and truly brings out the best in the Airmen he supervises."

During 2009, Waugaman led the execution of a 7,300-hour annual flying program which balanced deployments and combat alert mission requirements. He also created a revised end-of-runway parking plan, which reduced aircraft waiting time by more than 110 percent and increased daily sortie capacity by 75 percent. Waugaman also helped execute six Operational Readiness Exercises and was integral in the 3rd Wing achieving an "Excellent" rating during the Operational Readiness Inspection.

"It's an achievement just be put in for this award, but winning is very self-gratifying," said Waugaman. "You see the results of what we do every day, and it's great to be recognized. This award is contributed to the men and women who work under me both Reserve and active duty. It's my honor to serve alongside the great warriors here in the 3rd Wing and I have the best career in the world!"
