Joint fight includes emergencies Published Oct. 14, 2010 JBER PAO JOINT BASE ELMENDORF-RICHARDSON, Alaska -- With Joint Base Elmendorf-Richardson's Unit Compliance Inspection starting Monday, the JBER emergency management team is ready for anything, due to its prior preparation across service boundaries. "In 2009 as part of the joint base alignment, the Mass Notification Systems from both bases were merged into one system which has allowed for a base wide populace notification of an emergency with a single push of a button," said Mark Hazard, 673d Air Base Wing Antiterrorism Office. "The previous systems were not connected to each other and required coordination and additional time to get the message out which could be critical in the event of an emergency." Now the new network system will transmit messages with guidance for the community on what they should do to protect their families, coworkers and themselves, Hazard said. It's also important for people to realize some of the delays they might experience in certain Force Protection Conditions. "All personnel need to be aware of the current Force Protection Condition," said Johnathon Hackett, 673d Air Base Wing Antiterrorism officer. "This is posted at the installation gates, at primary facility entrances and on the green border of the (base) computer systems." Hackett also advised that we need to review our emergency contact phone numbers to ensure they are current. He emphasized that everyone needs to carry their ID card with them at all times, especially during heightened security. Anytime there is an increase in the FPCON you can expect to see an increase in the security presence around the installation. Hackett said the installation commander will be the one to dictate which FPCON level. He also said it is important for all Department of Defense personnel and family members to understand the different levels and their meanings. FPCON Normal means there is no threat of terrorist activity, and everyone should carry on with their daily routine. FPCON Alpha means that there is a general threat of possible terrorist activities. This is current FPCON level that we live in today, Hackett said. FPCON Bravo indicates there is a more increased and predictable terrorist threat to the installation or personnel. People can expect longer gate delays, and facility access may be reduced for closer identification and inspection processes of vehicles. Be alert to the fact that messages will be sent out over the Giant Voice providing information and guidance to the community. FPCON Charlie means a terrorist threat is imminent and there will be an attack, based upon information gathered. People can expect gate and facility closures, personnel released from duty and very rigorous identification and inspection processes. People may be have to park your vehicle further from your work place because of additional security measures. FPCON Delta means a terrorist event has occurred on the installation or in the local area, and the installation has increased the security posture to its highest level. People may be asked or directed to shelter in place which means to stay indoors and wait for further guidance. Personnel can also receive these notification for the exercises and real-world scenarios through several forms of communication to include postings on the electronic marquees outside the main gates, the commander's access channel, the JBER website at www.jber.af.mil, 552-4636 and JBER's social media sites, like the Twitter account which is under JBER_PA and Facebook page under JBER will be updated with the most current information.
