JOINT BASE ELMENDORF-RICHARDSON, Alaska - U.S. Customs Officer Charles Hoehn bears a U.S. flag showing 37 stars at Castle Hill, Sitka, Alaska, before the Oct. 18, 2017, reenactment of the transfer of Alaska from Russia to the United States.
