Swapping winter to summer tires

U.S. Army Sgt. Caleb Morrison, senior patrolman, mounts one of his summer tires, April 14, 2016. According to the Division of Motor Vehicles, it is unlawful to operate a motor vehicle with studded tires on a paved highway or road from May 1 through September 15.
