ELMENDORF AIR FORCE BASE, Alaska -- Joe Orr, 3rd Wing History Office, looks at a historical photo on file June 3, 2009. This photo shows what Elmendorf looked like in 1948. At the time, several major buildings were under construction. Orr and his co-workers received the 2009 John R.
