NEWS RELEASE: Air Force releases Final Environmental Impact Statement for proposed training area at JBER

The Department of the Air Force released the Final Environmental Impact Statement for a proposed mortar and artillery training area at Joint Base Elmendorf-Richardson, Jan. 30, 2026.

The PMART Final EIS evaluates the environmental effects of proposed changes to Army indirect live-fire training at the Eagle River Flats Impact Area. The proposal would authorize 155-mm artillery, remove winter-only restrictions on indirect fire training, and increase rounds fired annually. These changes would allow the Army to maintain operational readiness in support of the United States’ Arctic Strategy.

The EIS has been prepared in accordance with Section 102(2)(c) of the National Environmental Policy Act of 1969. This notice also serves as final public notification of impacts to wetlands and floodplains in accordance with Section 2(a)(4) of Executive Order 11988, Floodplain Management and Section 2(b) of EO 11990, Protection of Wetlands.

The EIS will be available for public inspection for a 30-day period, from Jan. 30 to March 2, 2026. Electronic copies of the EIS can be downloaded from the project website at https://JBER-PMART-EIS.com, under “EIS Documents.” The public may also review the EIS in person during the 30-day period at:
