Release of EIS for Improved F-22 Operational Efficiency Public Hearing Scheduled


The United States Air Force is holding a public hearing to invite comment on the Proposal to Improve F-22 Operational Efficiency at Joint Base Elmendorf-Richardson (JBER), Alaska Draft Environmental Impact Statement (EIS). A Notice of Availability for the Draft EIS was published in the Federal Register on August 4, 2017.

The Air Force prepared the Draft EIS in accordance with the National Environmental Policy Act (NEPA) in order to analyze potential environmental consequences associated with the proposal to improve the efficiency of F-22 Raptor aircraft operations at JBER.

The Air Force needs to evaluate the distribution of F-22 take-offs and landings on JBER’s runways to: 1) achieve mission requirements efficiently; 2) address restrictions on flight operations resulting from the 2011 F-22 Plus-up Environmental Assessment; 3) address FAA directives on the use of one runway for opposite direction flight operations; 4) address public and agency concerns regarding safety in the airspace around Anchorage; and 5) address community noise concerns. 

Alternatives addressed in the EIS include six variations of F-22 runway use and potential runway extension. The No Action Alternative, required by NEPA, includes operational constraints associated with the 2011 F-22 Plus-Up Environmental Assessment and its Finding of No Significant Impact. There is no proposed change in the numbers of F-22 aircraft, flights, or runway usage of other JBER-based and transient aircraft. 

The Air Force is soliciting comments on the Draft EIS from interested members of the public as well as interested federal, state, and local agencies and others. Public input is vital in supporting the Air Force in making informed decisions, and no action will be taken until after a Final EIS is published and Record of Decision is signed. 

The Air Force will host a public hearing at Clark Middle School, 150 Bragaw Street, Anchorage on Wednesday, August 23, 2017 from 6:00 to 9:00 P.M. to provide the public with an opportunity to learn about the proposal and to provide input. All members of the public are invited.

Doors will open at 6:00 P.M. and will begin with an open house. During the open house, Air Force representatives and other experts will be available for one-on-one conversations with community members about the Draft EIS. At 6:30 P.M., the formal hearing will start with an Air Force presentation outlining the Proposed Action and alternatives, the NEPA process, and the environmental analysis in the Draft EIS. Formal public testimony is scheduled to begin at approximately 7:15 P.M. during which all oral public comments will be transcribed by a court reporter. The hearing will conclude at 9:00 P.M.

Comments on the Draft EIS can be submitted electronically at www.jberf22eis.com, orally or in writing at the public hearing, by emailing comments to jber.pa.3@us.af.mil, or by providing written comments to the address listed below. Although comments will be accepted throughout the Draft EIS comment period, to ensure consideration in the Final EIS, public input must be received or postmarked by September 19, 2017.
