JOINT BASE ELMENDORF-RICHARDSON, Alaska – The Joint Base Elmendorf-Richardson installation commander has rescinded the Public Health Emergency (PHE) originally declared on Nov. 9. Because of the steady reduction in community transmission of COVID and maintained medical capability and sufficient
