JOINT BASE ELMENDORF-RICHARDSON, Alaska --  The Hon. Judge Pamela Washington of Florida speaks at the African American/Black History Month opening ceremony at the Arctic Warrior Event Center on Joint Base Elmendorf-Richardson, Alaska, Feb. 2, 2024. Washington was the key speaker for the event. Black History Month, also known as African-American History Month, is an annual observance, and each year the Department of Defense, along with the rest of the nation, recognizes the important contributions and rich culture of the African American community.
