Elmendorf's integrated delivery system or Community Agencies Resources and Education team is the working arm and supports the activities of the Community Action and Information Board. 

The main function of the CARE Team is to improve delivery of human service prevention programs by establishing a seamless system of service through collaborative partnerships and coordinated human service prevention activities. 

The CARE Team is responsible for developing comprehensive, coordinated plans for implementing and marketing base-wide outreach and prevention programs. The CARE Team also monitors base-wide statistics and develops and provides suicide prevention programs. 

IDS membership is comprised of representatives from several organizations to include Military and Family Readiness Center, Sexual Assault Response Coordinator and School Liaison. Representatives from Fort Richardson Army Community Services and Kulis Air National Guard Base also attend the meetings. 

Responsibility for chairing and convening the CARE Team rotates among the member organizations with each serving a two-year term. The CARE Team meets at 9 a.m. every second Wednesday of every month at the Military and Family Readiness Center.
