Pay Entitlements Basic Pay To update Base Pay based on Promotion or Longevity Increases, please see Promotions at MPF. Base Pay is the fundamental component of military pay. All members receive it and typically it is the largest component of a member's pay. A member's grade (usually the same as rank) and years of service determines the amount of basic pay received. Basic Allowance for Subsistence (BAS) If you recently moved out of the dormitories and are wishing to update your BAS, please fill out an AF Form 220 and submit it through your CSS (Orderly Room). Basic Allowance for Subsistence (BAS) is meant to offset costs for a member's meals. This allowance is based in the historic origins of the military in which the military provided room and board (or rations) as part of a member's pay. This allowance is not intended to offset the costs of meals for family members. Beginning on January 1 2002, all enlisted members get full BAS, but pay for their meals (including those provided by the government). This is the culmination of the BAS Reform transition period. Because BAS is intended to provide meals for the service member, its level is linked to the price of food. Therefore, each year it is adjusted based upon the increase of the price of food as measured by the USDA food cost index. This is why the increase to BAS will not necessarily be the same percentage as that applied to the increase in the pay table, as annual pay raises are linked to the increase of private sector wages. Because members are assigned to a variety of situations, some of which either mandate or prevent obtaining meals from a government facility, there are two types of BAS, each based on a differing personal circumstance. 2007 BAS Rates: Officers $192.47/month | Enlisted Members $279.88/month Basic Allowance for Housing (BAH) If you recently moved out of the dormitories or your Dependency Status has changed, please fill out an AF Form 594, and submit it to Finance to update your BAH. Basic Allowance for Housing (BAH) is an allowance to offset the cost of housing. Single members residing in Government Quarters (i.e. Dormitories) will receive Partial BAH to cover toiletry expenses. Members with dependents, single members residing off-base, or members paying court-ordered child support will receive BAH. Your BAH depends upon your location, pay grade and whether you have dependents. BAH rates are set by surveying the cost of rental properties in each geographic location. The rates are established such that members in each pay grade, independent of location, pay approximately the same out-of-pocket costs. Therefore, BAH rates in high-cost areas will be much greater than those in low-cost areas. COLA Cost of Living Allowance (COLA) is designed to assist members in defraying the excess costs incurred incident to assignment on permanent duty to a station outside CONUS. COLA depends upon your location, pay grade, time-in-service, government quarters status, and number of command sponsored dependents. Uniform Clothing Allowance Uniform Clothing Allowance is an allowance to help pay for an enlisted service member's uniform. Military members are provided monetary allowances to pay for uniform replacement and maintenance. These allowances are based on the cost of specific uniform items, and on an estimated "wear out" date for each specific item. Initial uniform allowance is payable only once to an officer. Flight Pay To start, stop, or change your Flight Pay, please contact your local Host Aviation Resource Management Office (HARM). Flight Pay is a monthly entitlement for military members who are on flying status. There are two types of "flight pay" for enlisted members and one type of flight pay authorized for commissioned officers. Hardship Duty Pay Hardship Duty Pay (HDP) (appears as SAVE PAY on your LES) is a special pay that replaced Foreign Duty Pay in February 1999. It is an additional compensation paid to service members during assignment in land areas outside the continental United States where living conditions are substantially below the standard compared to the continental United States. There are two types of HDP, Location and Mission. HDP-Location is paid for an area designated by Secretary of Defense. Hardship Duty Pay for Mission Assignment (HDP-M) is payable to members, officer and enlisted, for performing designated hardship missions. HDP-M is payable to a member receiving basic pay for each month, during any part of which, that member performs the specified mission. A member assigned to, on temporary duty with, or otherwise under the operational control of the Joint Task Force-Full Accounting (JTF-FA) or the Central Identification Lab-Hawaii (CIL-HI) may qualify for HDP-M based on performance of a hardship mission. Members so assigned are entitled for each month in which they perform investigative or remains recovery duty in a remote, isolated area (including, but not limited to, areas in Laos, Cambodia, Vietnam, and North Korea) for recovery of U.S. service member remains. Current rate for HDP-L $50.00, $100.00 and $150.00, HDP-M is $150.00 Hazardous Duty Incentive Pay (HDIP) Hazardous Duty Incentive Pay (HDIP) is a special pay of $150 per month payable to individuals on orders to perform the following duties are eligible: Parachute Duty Flight Deck Duty Demolition Duty Experimental Stress Duty Toxic Fuels (or Propellants) Duty Toxic Pesticides Duty Dangerous Viruses (or Bacteria) Lab Duty Chemical Munitions ADVANCE DEBT ADVANCE DEBT may appear on the entitlements block of your LES if you have indebtedness. It is to prevent your entire indebtedness from being collected from your pay, serves as your notification that you have a debt and gives you due process. If you are unsure what the debt is for, contact us immediately to verify the validity of the debt and set up a repayment plan. It does not mean that the debt has been deducted from your pay. Debt collections will appear on the deductions column of your LES.
