JBER Community Partnership Guidelines

1. Overview. As a good neighbor, Joint Base Elmendorf-Richardson (JBER) is committed to developing, promoting and maintaining positive and productive relations with key opinion and community partner leaders in the surrounding Anchorage, Matanuska-Susitna and Kenai area communities. This program's objective is to provide these community leaders greater exposure to the JBER missions and roles the Air Force and Army play in supporting the nation's defense.

1.1. The JBER Community Partnership Program encompasses community relations programs to include but not limited to the Anchorage School District (ASD) School Business Partnership Program and Civilian Advisory Board. Additionally, the JBER Community Partnership Program also recognizes the many working relationships JBER agencies have with various local government entities to include but not limited to the Anchorage Police Department, Alaska Department of Fish and Game, Alaska State Troopers and other State of Alaska agencies, Anchorage Fire Department and other Municipality of Anchorage departments.

2. Program Goals.

2.1. Build stronger bonds between JBER and its radius communities.

2.2. Promote support and understanding of the missions of units on JBER by hosting educational events. The 673 ABW/PA will coordinate with a different 673 Air Base Wing (ABW), 3rd Wing (3 WG), or tenant unit to host a tour for community partners.

3. Selection Process.

3.1. The 673 ABW, 3 WG, USARAK and other tenant unit commanders will review biannually the list of commanders/community partners assigned to their respective units. A current list of community partners is kept at 673 ABW/PA. These positions are a title and are attached to the person -- i.e. if the person leaves, the position is not automatically refilled. These participants are selected for reasons particular to their skills and positions. However, unit commanders have the option of establishing a community partnership with a school, government agency or a civic or charitable organization and selecting an individual from the school, agency or organization may be referred to as community partner.

3.2. The 673 ABW/PA and 673 ABW/JA will ensure the community partner candidates do not fall under the category of a "prohibited source" as described in JER Section 2-100 5.C.F.R. 2635, Subpart B (paragraph 635.3203d), stating that a "prohibited source" be precluded from becoming an honorary commander.

3.3. The individual positions are held for two years while some organizations may endure commanders will appoint a different person to become an active community partner.

3.4. Community partners can be removed from the program early if there is little or no activity between the honorary commander and his or her counterpart. Community partners will only be removed with the approval of the 673 ABW/CC, 3 WG/CC or USARAK/CG.

3.5. Participating unit commanders are encouraged to recommend civilian counterparts to 673 ABW/PA.

3.5.1. Please attempt to exclude from consideration veterans, media or anyone who already is familiar with the missions of units on JBER.

3.5.2. Preference is given to candidates who have limited knowledge of the military and have clearly overlapping occupations/operational similarities with the participating commands.

3.6. Rotation. To avoid the stagnation of the program, community partners are rotated once every two years. Community partners also participate for two years after which time another individual from the school, agency or organization will be recommended as a community partner.

3.3.1. After two years as an active community partner, the participant will join the ranks of the JBER Community Partner Emeritus. At this point, the 673 ABW/PA and the unit will begin to maintain all of their information. The 673 ABW/PA will continue to maintain their contact information in the Community Partner database and may be invited to future community relation events. The 673 ABW/PA will send the individual a letter stating they have been removed from the list at the gates and base access for official functions. When community partners are no longer active as an emeritus or at the request of the unit, they will be removed from the program.

4. Program Management/Responsibility.

4.1. 673 ABW/PA has primary responsibility for the overall management of the program, but the individual commands are responsible for maintaining the relationship with community partners and reporting to 673 ABW/PA regarding the program's implementation. The 673 ABW/PA will report directly to the 673 ABW/CC, 3 WG/CC and USARAK CG on the program's success or challenges.

4.2. An Induction Ceremony will be conducted every two years. At a minimum, there will be a formal ceremony.

4.3. Each organization will ensure the community partners are invited to several JBER events, as appropriate. These include, but are not limited to the annual awards banquet, changes of command, dining out, military balls, holiday parties and selected distinguished visitors programs.

4.4. Unit commanders will:

4.4.1. Maintain regular contact with their community partners via an orientation, invitations to events (changes of command, reenlistments and social events).

4.4.2. Military members shall strictly comply with the Joint Ethics Regulation, Section 2-100 which addresses gifts from outside sources. Military members should also consult with 673/JA if they are unsure about the appropriateness of a particular gift. Subpart B also contains a lengthy list of various exceptions to the gift rules.

4.4.3. Provide a quarterly report of community partner involvement in respective unit events (Attachment 1). This report will be forwarded to 673 ABW/PA for review/evaluation and is due the first Tuesday of March, June, September and December (every 3 months).
