There are many reasons to visit Joint Base Elmendorf-Richardson - to to visit relatives, to engage in recreation, or to relive old memories of being stationed here. Although most visitors have a personal connection to JBER, the public can also visit. A base tour may give taxpayers the opportunity to see how their money is being spent or prospective service members to chance to catch a glimpse of a future with the military.

Veteran Health Identification Cardholders can shop at the Commissary and the Exchange, and eat at the dining facilities on base, but did you know that they also have access to FSS services? Polar Paradise Open Swim and community centers; Information, Tickets and Travel; the Polar Bowl; Permafrost Pub; Outdoor Recreation facilities; the Arts and Crafts Center; Auto Skills Center; Aero Club; the Trap and Skeet range; Hillberg Ski Area; RV storage lots; Otter Lake Recreation and Rentals, as well as the paintball course and Moose Run golf course are all available to registered veterans!
The 673d Communications Squadron and the 673d Security Forces Squadron have developed a Base Access Intelink website for use by all DoD CAC holders. This site allows DoD CAC holders to access several common base access forms and allows users to sponsor visitors onto JBER from a CAC-enabled computer. DoD CAC holders may sponsor on up to nine US citizens for up to 60 days, no more than 72 hours in advance of their arrival to JBER. Has your visitor ever had a pass for a DoD installation? Have they been enrolled in the Defense Biometric Identification System (DBIDS)?
If not, please have them visit https://dbids-global.dmdc.mil/enroll#!/ to pre-enroll; this will significantly accelerate the process at the Visitor Control Center in having their pass produced.
Unless the Foreign Visitor is a foreign exchange student or an identified Family Care Plan member, the sponsor/escort, or their alternate (if listed), must be a DoD ID card holder an accompany the Foreign Visitor at ALL times while they are on the installation. At NO time is the Foreign Visitor to be left alone, or with someone not listed on the Foreign Visitor Pass Worksheet.
EXCEPTION: If the Foreign Visitor is a foreign exchange student or an identified Family Care Plan member, the sponsor MUST complete the "NON OFFICIAL FOREIGN VISITOR WORKSHEET" at least 4 weeks prior to requested base access dates. The sponsor must provide the signed and completed Worksheet to the Base Access Office located in Rm 100, Bldg 8517 for coordination and processing. Once passport and visa information is validated, the Worksheet will be routed to the 673d Air Base Wing Commander for approval of unescorted access.

Foreign visitors are defined as foreign nationals that are not coming on the installation in an official military capacity but being sponsored by a person affiliated to a DoD agency.
Visitors, accompanied by their sponsor, will request a pass from the Visitor Control Center. The sponsor and foreign visitor will provide a passport and a completed "NON OFFICIAL FOREIGN VISITOR WORKSHEET." Every foreign national, regardless of DCL status, is required to be vetted through OSI or “require further approval.” Requests should be submitted at least two weeks in advance.
Unless the member is an immediate family member (parents, grandparents, siblings and siblings children under 21 years of age), the "NON OFFICIAL FOREIGN VISITOR WORKSHEET" must be submitted to the Base Access Office located in Rm 100, Bldg 8517 for coordination and processing at least 4 weeks prior to the requested base access dates. Once passport and visa information is validated, the Worksheet will be routed to the 673d Air Base Wing Commander for approval of escorted access. Immediate family members on the DCL will be processed IAW Foreign Visitor process, and will only need to report to the VCC for a pass.
NOTE: UNLESS AN EXCEPTION IS GRANTED BY THE 673D AIR BASE WING COMMANDER, NO MEMBER ON THE DCL WILL BE GRANTED UNESCORTED ACCESS TO THE INSTALLATION.
If you need to make a statement in regard to a derogatory incident you were directly involved in or have witnessed, please contact the 673d Security Forces Law Enforcement Desk at 907-552-8550. For your convenience, a copy of the statement form is available in the leftmost column of this page, so you can input all required information prior to contacting the 673d SFS.
Active Duty & DoD Civilians: 1. Create a memorandum using your unit (e.g. squadron, company, battalion, etc) letterhead and address it to 673 MSG/CC (CD). If you are not familiar with how to create and format a standard memorandum, please refer to the Tongue and Quill for guidance on standard memorandum formatting.
2. In your memorandum, state what led to initial suspension/revocation of your installation driving privileges or AAFES privileges, then why you are requesting reinstatement. If you are requesting limited driving privileges in lieu of full reinstatement, please specifically list all the places you will need to drive to on and off the installation.
3. Create a signature block for you to sign as well as a signature block with endorsements for your unit commander to sign and circle whether they concur or not.
4. Bring your completed memorandum and all supporting documents into our office so that we can route your request up to the 673 MSG/CC (CD) for review/decision/signature. We are located in Building 8517, Room 100 (the People Center).
5. Once your appeal request is complete, we will contact your unit first sergeant and have them send you into our office to pick up your final (signed) approval/denial memorandum.

DoD retirees, dependents, and non-military affiliated civilians: 1. Type or hand write a letter addressing it to the 673 MSG/CC (CD).
2. In your letter, state what led to initial suspension/revocation of your installation driving privileges or the revocation of your AAFES privileges, then why you are requesting reinstatement. If you are requesting limited driving privileges in lieu of full reinstatement, please specifically list all the places you will need to drive to on and off the installation.
3. Sign your letter.
4. Bring your completed letter and all supporting documents into our office so that we can route your request up to the 673 MSG/CC (CD) for review/decision/signature or you can mail your letter to us using the following address: 673 SFS/Reports and Analysis; 8517 20th St., Ste. 100; JBER, AK 99506.
5. Once your appeal request is complete, we will mail you your final (signed) approval/denial memorandum via certified mail.
Type or hand write a letter addressing it to the 673 ABW/CC.
In your letter, state what led to your initial debarment from Joint Base Elmendorf-Richardson (JBER) then state why you are requesting reinstatement of access to JBER.
Sign your letter.
